Debris at that opening can prevent a tight shutoff. A blocked inlet screen can restrict flow. The diaphragm, spring and stem must move freely together for pressure to stay steady as taps open and close.\n\nOutside leakage deserves its own inspection. A union gasket, threaded connection, body or spring cover can be the source. Water escaping from the cover can indicate a diaphragm problem. If the house valve will not isolate the work, the water provider may need to shut off the service outside.
